Thing is GDP centric economies want immediate cash return on their investments. Tribals and agrarians can't guarantee that. So the onus of providing services to those folk falls on whoever wants to "develop" their area. But thing is corporate mantra always teaches folk that COST CUTTING is one of the key factors to success.....
