(1)Too little and too late. Since the threat level has already escalated, you need surgery at this stage. That is to say that you need to totally eliminate the threats coming from the hardcore Maoists who seem to believe that they can win the war against India. Now it is the question of defending ourselves against the aggressor and here our own people i.e. residents of the Maoists affected area are being held hostage by the Maoists. We have to protect our people, their lives and properties as well as the territorial integrity.
(2)People friendly growth / development and equitable distribution of natural resources in that region as well as in the rest of the country are the birth right of all Indian citizens. It will, but again my good sire, u r asking for GINI oriented programmes. Our economy is STRICTLY GDP oriented and GINI is not even mentioned in official economic announcements!
Thing is GDP centric economies want immediate cash return on their investments. Tribals and agrarians can't guarantee that. So the onus of providing services to those folk falls on whoever wants to "develop" their area. But thing is corporate mantra always teaches folk that COST CUTTING is one of the key factors to success.....
To answer u r question, yes, it will....
But u r question should have also included "is it possible in the modern Indian economic policy context"
