He was not really worried about Pakistan. He was worried about himself. Fanaticism is the goose which has been laying golden eggs for him and his colleagues.They have managed to bring even the biggest super power (US) to its knees. This is why US is forced to keep doling out billions and billions of dollars to them and keeping the failed state afloat.
Who wants to put in hard work to become a growing country like India when they are getting a better income by practicing and exporting fanaticism?

Gen Zia was one of the most successful dictators in the world. He had the popularity despite being a dictator. But strange ,as Pakistan's fate is, he met a bad end.
