Really diff to answer.
Ek taraf to stability and other big dicision for betterment of country (once Commies r out this govt can do some wonderful things for economy),
Dusri taraf, Morale is also equally important and when it comes to public life it has to be given utmost priority.
....really diff....thank God I'm not in PM's position (thats why I avoid being in politics, who knows kal ko PM ban gaya so is tarah ki problem suru ho jayengi...hehhe).
My vote goes for option two, sanctity of 'means' is more important then 'goles'.
