The water's color is blue due to the reflections from the sky on its surface.

Plain water appears blue due to refraction-(selective absorption and scattering of white light)
secondly The pool base and walls are painted with light blue ; Being Blue it improves the visibility -
while we are under water and helps to keep track !! (In case of emergencies)
