Should we take it as the previous ones were irresponsible?
Probably he mean that, not to expect much if subsidies, allocations for unplanned expenses, tax rebates, etc.
When we hv no money, all what we can do is cut the corners, work for extra hour and look for some bakara.

The best way is not to expect anything and be happy if anything good is announce as if we expect something and it is not done, we will feel let down. so dont expect and be satisfied
