As per the statement of Ms Mamta Bannerjee, Urdu, Gurmukhi, Nepali, Ol-Chiki, Oriya and Hindi, all these shall have the status of 2nd language of the state

Bengal will now have as many as six "second official" languages, West Bengal Chief Minister Mamata Banerjee announced on Thursday.

English and Bengali are the two official (presumably, first official) languages of the state. To these will be added Urdu, Gurmukhi, Nepali, Ol-Chiki, Oriya and Hindi. Clearly, she wanted to ensure that no minority, no matter how small, felt left out.
So mentioned all six are now second official language of WB.

Logically, it should have been Urdu. But the politics has made - English and other 6 languages as the 2nd language
