Yes, it is for the victimized women to complain to the police to prosecute. But these IPC provisions are very difficult to prove in an employment situations. One important reason is the employers are not sponsoring or favoring complaints to police to prosecute .The co employees may not depose against their colleagues, The women employees does not like to stake their honor at stake. The police or prosecution would not be keen , they may allow the culprits to slip through the fingers . The companies and individuals are more concerned with their reputation and does not want a stigma attached to them .Moreover , when an employee implicated under criminal offense could not be summarily removed through disciplinary proceedings,till the criminal cases against him are disposed finally and the law of evidence is not applicable to disciplinary proceedings for misconduct or moral turpitude or deferent intensity to criminal proceedings before a court of law.Only punishment that is maximum is
