Q.
Earlier it was USSR, later East Germany and now China who lead medal tallies in Olympics. The Western countries have always remained behind them. What are the reasons? Why the most developed country in the world fail to top the tally?

Too much freedom and democracy spoils society like in India. Communist regimes have stricter policies to produce world class athletes

It was not exactly USSR in those earlier days. East Germany and the satellites of USSR produced manufactured athletes par excellence. Well yes. USSR was also there getting the grab of it. Specially in women's events like gymnastics etc. (why didn't they excel in swimming and sprint events?) The bracketed one is a question indeed. Where the dope works, they win. Most developed countries have most advanced filters. Countries that want quick fame, resort to some unorthodox methods perhaps. Let's give them the benefit of doubt. They have compulsory drilling. They scout talents better. Be so it be. Foget other things. Carry on.

This will be the position till tracks and field events begins. Once tracks and field gets going, US will be sprinting towards gold, pole vaulting over silver and broad jumping into bronze.
