Samvidhan ka nirman ek vyakti dwara nahin hu tha. Sab se pehle 1946 mein ek Constituent Assembly ka gathan hua tha jisme 217 members the aur yeh Assembly, Parliament ki tarah kam karti thi. Iske ke temprorary President the Dr. Sachchidananda Sinha aur baad mein Dr. Rajendra Prasad elect hue as the President of Constituent Assembly.
The Vice President of the Constituent Assembly was Professor Harendra Coomar Mookerjee, a former Vice-Chancellor of Calcutta University and a prominent Christian from Bengal, who also served as the Chairman of the Constituent Assembly's Minorities Committee.
Eminent bureaucrat & jurist Sir Benegal Narsing Rau was appointed as the Constitutional Adviser to the Constituent Assembly. He prepared the original draft of the constitution and was later appointed a judge in the Permanent Court of International Justice, The Hague, Netherlands.
