Tail docking of dogs is now mainly illegal in most countries of the world - thank goodness. Only certain breeds of professional working dogs can have their tail docked, such as police dogs, and then only by a qualified vet. This cruel mutilation can cause serious injury, disease and death to a dog especially an older dog and anyone who does such a thing should be locked up as far as I am concerned.
