Nothing in this world is perfect but, I think, our foreign policy is not so flawed. Things do not always move as per our liking because we are not all powerful and cannot control everything that is happening in the world.
For example we will never be able to solve the Pakistan problem because their antagonism against us goes beyond political or strategic reasons. It is based on irrational religious hatred
Similarly we can never be on goodwill terms with China. They have ambitions of becoming global super power and we are a serious impediment which needs to be eliminated.
There are also historical reasons for Chinese resentment against us and, now that they so much ahead of us (first time in history) they will never allow us to catch up with them
