Because the supreme power lies in a body of citizens who can elect people to represent them and majority of an organized group can make decisions binding on the whole group.

It is said that taking bribe is a sin ---but does that deter people to take bribe in India ?So is the casae with democracy .Under Suharto's autocratic regime Indonesians enjoyed more freedom than earlier period .
