There are some good people and some bad people. This is a generalised approach by the Society they live in. But there is no hard and fast rule in this matter Society to consists of the good and the bad, so only the good do not have the final say in such categorisation.
Who is a good person and who is bad, is hard to define. But there are general attributes in humans, who live a peaceful life, take care of their family and do an honest days work, to earn and sustain his life style.
The term bad is used for those who are not like the good and shirk their responsibilities, are alcohloics and do not work for their living. Cheat, and have bad habits that is not acceptable to society in general.

Being an atheist, and a staunch one, I would blame it on religion. And yes bad have no choice. No offense.
The thing is what seemingly look bad in others eyes i.e., the general population, might not be bad for certain people. Like smoking. Though I am not a smoker, I still feel that "evilness" and "unholiness" of smoking is being blown out of proportion. Same case with alcohol. The drugs used in pain killers causes more damage to liver than alcohol does.
And what might seem good to some people may not liked by others. Like, people like discriminating and dividing on the basis of colour, intelligence, class, country, race, state, language, yada, yada. I don't like that. Are we commodities in a grocery shop? Why should be there millions of country when whole world can be one.
