If resolutions required from neighbouring states, it makes sense because of sharing of resources.
In some cases, the agreements between various states though they are far away demand the need for resolution. Like, Karnataka has investment interest in Power Plants in Chattisghar and also takes considerable power from Chattisghar, so if Chattisghar is to be split it requirest consent from Karnataka.
In short, it requires resolution from all concerned states.

State boundaries are not sacred lines drawn by angels. They can be changed and if need be (for administrative, cultural or political reasons)
The procedure should be the same as what is followed for any change to be made in the constitution
