Yes if he has evidence he should report it under the code of conduct. Having said this, I doubt that the BCCI has real interest in cracking down on corruption. The recent fracas where a former Prime Minister of Australia with a distinguished record was knocked back for a position without an explanation shows that the BCCI has very little interest in doing anything serious.
