It is because of the failure of our Policing system. If hanging is the minimum punishment for this crime and the investigating agencies are a federal body, probably such happenings will minimise. Why this is not happening in Gulf countries because the punishment there is severe.

I do not think so ! Even in this century there are some tribes who wears no clothing of any kind as shown on NGC / Discovery- It is the fallout of easy money(Read rich people) approaches and devil may care attitude of some brats!!
