With due regards to Kalamjee , I have not seen any impartiality for any decision during his tenure . He is a great scientist but poor politician . It's not partiality or impartiality , it's the capacity for effective balanced contribution to the national and international policy decisions . That way , Pranabjee will be more effective as a President with his wide exposure in different disciplines in the ministry
