Yes, but pledged for money.
They are very focused about the rates they fix for moving files, conviction about money is all in life and their commitment to move the file when money is paid off.
I hv seen ppl. from revenue department, municipality corporations, registrar office, etc. who works on Sundays and Holidays. Often they even come to houses to sign & seal the documents 24x7, but at price.

Mostly yes, but NOT all. They are secured lot, not exposed to vagaries of life, not used to taking risks... and hence lacking deep experience in life!
