You can't compare both of them as they are legends. Off course if you are trying to comapare them by the mean of number of gold medals they won in olympics Michael Phelps is better somehow.

I have seen both Ian Thorpe and Michael Phelps at their best. If u consider the olympic figures then someone might say that Phelps is better. But in my personal view Thorpe is better than Phelps.
