It is basically a religious event but tourism departments of the states and at the central level advertise this event which is a normal trend in every country of the world.

Publicity comes from meaningful functions. It is a holy function. Every year a river has its mela. Like that 12 rivers selected and it cycles. Ganga river mela called Kumbha mela because comparitively it gathers more masses than other rivers.
