Yes for sure, As secretary cannot takes decision on his own..he is supposed to get the decision implemented taken by minister and being custodian of coal ministry at the time of allocation of blocks PM is solely responsible for these irregularities.Answered by Rahul Upadhyay, 18 Oct '13 11:52 am
If prima facie evidence(s) on his involvement in the scam warrant booking him, it should be done. None is above law.

If a coal block was wrongly allotted during his tenure as coal minister and if an FIR is filed against the secretary for it, the coal minister cannot claim innocence by simply stating that he was unaware of the allotment. Its like the son and entire family planning for a murder of a man's daughter-in-law, kill the daughter-in-law in his presence and the man claiming that he was totally unaware of their plans and what was happening in his house.
