No,sir. He has religiously carried the orders of Mrs.Gandhi.He has conveniently acted like Dhritarastra. He did not want to see the loot of the national wealth by politicians. He never saw the transfer of honest CBI officers who tried to unearth corruption against ruling party members. So,how can Time Magazine say that he is under achiever?

No doubt he is brilliant, but he is unable to use his brilliance at PM
as Laluyadav did well as railwayminister but was not able to did well as CM of bihar on the other hand nitish kumar didnt well as railways minister but doing very good job as CM of bihar

so we should not comment on anyone without knowing the facts

Yes and No. Once the target is set and you partially achieve it, it may be refered as underachievement. If you are asking this at behest of what Times Magazine has propogated offlate - it perhaps is more on economic front. Instead of giving 9 to 10% of GDP growth, India is estimated to give just 6 to 7% and in these terms - YES it is under achievement.

When you talk about overall growth of nation and interests of common man, there appears to be NO achievement. We under this regime have to face ever increasing inflation for even basic necessatities like Daal - Roti. If Chicken, Petrol and Arhar Daal costs almost same today - what achievement we are talking about.
