NOT AT ALL.. it would be a better idea if the entire Home Department is brought under Supreme Court and State Home Depts under respective High Courts. In this way, Police can function according to law of the land.

As he said he cnt stop depravity of people or he doesnt have power to kill the rapists,only thing he shld take responsibility and resign is the behaviour of his personnel like nt registering the case,bribe etc.bt evn thn ie will continur
