To eradicate ignorance, give education by opening schools in every corner of the village, town etc.
To eliminate poverty, provide 3 times free food for those who need it in every lane and street.
Legalize corruption and create the corpus for the above expenses.

There can not be any fomula that will work immediately. Only if we all promise and act to eleminate these it will reduce sufficiently.
