Yes I do agree completely.
More then severity of punishment ...............it is the certainty and swiftness of punishment that is important.

IIt is OK, except the fact Mr. Verma opted an objectionable silence on:
a) ALL verdicts to be passed by 3-judge Bench & 7-Juror system.
b) THAT there M U S T not be any nuisances of "APPEAL & CLEMENCY" to Higher Courts or The President.
