These organisations tend to take things over seriously. Maneka's law has banned killing of strays. And now, in Punjab we get to read in newspapers daily that stray dogs have attacked and killed a man walking alone at night or a school child killed and eaten by these killer dogs in villages. Police and administration says they are helpless because their hands are tied by Maneka Gandhi's law.
