In international scenario, all countries are mounting their arsenals, from the viewpoint of "Threat Perceptions" only. CHINA , being a rouge country , although not at per with PAKISTAN, is a real threat for India.
INDIA, was left with no alternatives other than showing it's strength, this way, to CHINA, despite knowing that CHINA is far more stronger militarily.
BUT, missiles with nuclear boms, are the quickest & cheapest way to destroy a country, and CHINA knows it better.
