Neither both are universally best or worst, use it depending on circumstances.
Use carrot while dealing with rabbit & use stick to deal or perhaps even sword while dealing with bulls.

I really dont think so.. offense will bring more offense from the other side and then it will turn into a free for all or a long standing fued...
