If it is related to revenue..then district magistrate...
if it is related to administrative as a whole...then district collector....

Generally both the offices are with one individual,bur when reepresents state for revenue and anxilliary legal resposnsibilitis,then it is "Collector"and as top of civil administration for maintaining law and order and to get implemented state schemes,he is Distt.agistrate.
It is wrong to presume judicial authority in him.He holds administrative powers.
