Banks in which government holds its own stake means equity shares capital like SBI, Bank of Baroda etc. & banks in which government only controls activities through RBI without holding stake in equity share capital of banks like ICICI Bank, Hdfc Banks etc.

In public sector banks 51% of shares are held by the govt and 49% by others eg is state bank group,whereas in private banks majority of shares are held by governing body of the bank and others eg icici

In Public Sector Banks more than 51% capital is owned by Govt. Whereas in the Private Sector Banks Govt. is not owning any shares.
