It meaning is similar to the English proverb 'to have your feet in two boats'. The poor animal has to incessantly run between his two jobs.
The proverb is used to refer to someone who is split between two things (jobs/work/situations) in such a manner that he cannot undertake any one full-time, or cannot to justice to any one, or cannot prefer one over the other. This may also be used to refer to the situation where a person is among many things but no way out.
