He is right, Most of the agitations, wherever has happened is mostly politically motivated. In Karnataka, Yediyurappa had comeout with a good option of paying half the compensation money to farmers (while acquiring the land) and the rest is given as the shares in the company being set up - apart from employment and other facilities.
That was fair and innovative scheme. It got good response, initially. But the opposition parties spoiled the party by initiating agitation !

In short what he is saying is the look at the loopholes thru which perople can circumvent the sysmtem and make moiney illegally and i think he is right. decrease the opportunities of corruption and it will come down for sure
