Simple Funda : Enemy's Enemy is Friend ! By giving Central Govt's Fund Allocations to State and by declaring Bihar as a Special Status'd -state they are trying to woo Nitish so that he can support Congress post General Elections-Simple political arithmatic it is- all said and done,,,and Congress is Great in this manoevuring

In Kurukshetra battlefield Shikandi was trained to finish Drona. In Indian battle of 2014 election, Nitish Kumar is used to put down the uprising Narendra Modi. In this game plan, Congress may fail also
as the charge of corruption in Congress leaders is too heavy.
