As Pakistan and India are struggling to stop terrorism within their states, a JOINT ACTION to Stop the same, will be more effective and why these two nations don't realise this ?

Your assuming Pak = Ind. In forms of how "they are run".....
Well, in Ind, you have an independent civilian govt, a professional frontlines only armed force, and decisions of the country are not handled to armed force....and Army Intelligence is a self defense / Yugoslav partisan outfit modeled one. Only assists in Army directed roles.
But in Pak, the equivalent- the ISI- are a parallel quasi political outfit IN ADDITION to a para commando like outfit.
Put it this way, in the 80s, they were doling out $2,000-$5000 per month (read declassified intel) PER MONTH to block the stabilization of Afghanistan (just prior to its integration as an SSR) on behalf of US....Their then collab w/ CIA paid HUGE dividents.
Now, the equations have changed. So as far as "terrorist outfits" in Pakistan goes, it's mor of a "didn't see. didn't tell" policy on terrorist outfit like LeT is that they form the ARMED FORCES EXTENT of the ISI.

We have suffered because we trusted pakistan too much and it will be foolishness to expect any kind of cooperation from her.
