It is a local anaesthetic, like xylocaine or lidocaine, which reduces the sensitivity of the penis. it is in medical use for decades has only temporary effects and should not have any harmful effects.

There is a small amount of gel which is used in different spray/gels already. It allows to dumb your senses temporary, just like a tranquilizer but with very mild effects. There are creams/gels also available which can have desired effects.
