Certain perlinent RECOMENDATIONS of Mr. VERMA COMMISSION, as under are deliberately excluded- But WHY ?
(a) Prompter enquiries /charge-sheets by the Police.
(b) Refusal to take Diary at Police Stations.
(c) Army / RPF's undue protections, in some areas.
d) To scrap the nuisances of "APPEALS" - "CLEMENCY" to the Higher Courts & The President.

All these recommendations have political implications which the so called law makers wanted to avoid.Purely for vested interests.
