The whole of india does not look safe. some cases got sensationalised and made headlines. but such instances are happening everywhere in india and government is just sleeping or giving false hopes

It has never been safe anyway, not only now, even a decade before it as so,
Girls usually are weary of being out of home post evening and early morning.
It is probable that political parties may include in their manifesto, the Taleban type 'law' structure for the 'safety' of the people. And chance may be that the party will get elected for it....
Unfortunate thing it is.
