I attribute not three but one, only one and that is alcohol. Most of the rapes have taken place under the influence of alcohol, other crimes even.

(1) Bad culture and traditions followed for ages in our country, women seen as second class citizens. Manusmriti says that women does not deserve to be independent/freedom. Our puranas also gives accounts of our negative approach to women.
(2) Sexual deprivation in our country, and frustration giving way to VIOLENCE. See our films, its full of violence, people love violence, one reason behind this sexual deprivation.
(3) Intensive public administration, ineffective laws, inadequate punishments, predator friendly investigation system......and bad justice delivery system
(4) Local dispensing of justice by bodies like Khap Panchayat who dont see women as human beings
