Until and unless quality is not improved and most of us Follow those Rules Nothing would Change .Most of the negative Votes given here must have The reasoning and the answerer must be informed where at what exactly is the Reason for That negative Vote .
Sir , it is not necessary to answer a question in the Same Frame and perception , if a Answer is given in that different Frame , a Strong logic and a Rational reason must be there , but unfortunately some of our Friends using as a Weapon to Dishearten the Answerer .
Since the questioner knows the Frame and perception of the Question , it is not Possible to know the exact wavelength , and some times most of Us just oversee that Frame .Then in this case How logical it would be that Others decide what is right or Wrong or what is most appropriate .
Current system is the Best system and do not think there should be any change .Till date most of us have not tried to Take this system to the Optimum Levels .

The first and foremost thing awarding ba facility should appear only 24 hours after the questions is asked .
secondaly if ba is not awarded, say for 30 days, the question should be made available to all to award ba. like it happens in yahoo answers. i am still getting mails of getting ba even 3 years of answering a question

There must be few options like best answer
good answer
very good answer and so on.
there must be rating
and yes best answer must be compulsory be awarded by moderator. it will be fair then

1) You need a referee here.
2) The problem is that you cannot have a referee in QnA. It is not thinkable at present.
3) So it is left to the members for their self-regulation.
4) The members (Questioners & Answerers) have to be knowledgeable, fair and transparent in their interactions. Well, that is an ideal situation.

Suggesting a method, would mean interfering into the choice and right of awarding a BA from the questioner...!! The questioner's prerogative is what matters and not anybody else's. So far its only the Q'ner taking the responsibility of good or bad decisions on the BA's, and any improvisation done , may be the masses will then be responsible for the overall bad decision just like the political scenario of our country :-)). Better rediff take over the blame game then..!! :)
