Neither really - they are made from dough which rises in the oven and can be either sweet or savoury - they are not made from pastry. Sweet ones are very nice served warm, cut in half with jam and a blob of thick cream! Have a look at this recipe:

The scone is a small British quickbread (or cake if recipe includes sugar) of Scottish origin.
