Yes, it has changed over time. Land has gone under water, river & sea beds hv come up, mountains hv got eroded as well as grown over time, distance between continents hv increased or decreased.

Yes, regions not only can change over time but they change quite dramatically over long periods of time. Wind and water erode surfaces. Changes in precipitation amounts and flow volume and flow rate of rivers alter landscapes. Volcanic action and earthquakes also rearrange surface area. The forces of nature are continuously at work changing the face of planet earth.
