No. but it will trigger the war to retaliate with more such bombs.. Radioactive substances will play havoc by vaporising the whole area... then other friendly countries will join to stop enemy, and the third world war will start..

Let us think constructive, not destructive. In anycase, fabricating & handling a bomb and inserting it in to crust of earth without premature explosion is an Hercules task beyond our imagination with the technology available.
But, biological weapons can do that but the death would not be instantaneous since it would take time o propagate.
