Can an Indian Court punish a Norway citizen for making open love freely on an Indian road....which is also an offense as per Indian constitution....???
Did the Indian Court punish the MD of Union Carbide who violated the environmental formalities and for which nearly 15,000 ppl in Bhopal died instantly in dec 1984..... ???
This is clear inaction...of Indian foreign Ministry....for which an Indian is abused and punished for trivial violation of rule but a foreigner is given a clean chit....will the NRIs listen...???

Very very good question sir. indian policemen who catch such people take a small helping and let them go scot free
indian politicians took a big helping and made the union carbide killer escape
norway or sweden or other countries for that matter do not take any kind of helping

Making love on the road is an offense anywhere in the world. BTW I have never seen a European making love on an Indian road! When did you witness such an absurd thing. Just to justify our our point of view, we cannot say anything that comes to our hate ridden imagination.
Anderson of UC, Quatrochi,Kim Davy (the pilot of the plane that dropped arms in Purulia) all escaped India with the connivance of Indians in authority. Whether a policeman on duty at the airport or the bureaucrats/politicians. We can't hold Norway guilty for our inefficiency and corruption ridden system.
And one more thing. If Indians don't think much about deserting their country for the ready made fruits of Western countries, then they will have live there according to their rules and laws. Other wise come back. Mother land India will welcome them back.

The difference between the two coutries lies in the effective implementation of the laws of the land, without corruption and political interference. Subject to this, people should respect the laws.
