LCC were doing that But it has been stopped now by Airlines regulatory Body-But still I See LCC continue to do so and AIR ASIA is also planning to charge

Legally they cannot, if u have been made to pay complain in writing to minister of civil aviation, raji gandhi bhawan, new delhi and to DGCA also
