CAG is doing their job as a governing body and are not answerable for the growth and development of the state nor hv any power to act.
Modi is doing his job as a CM of state who is responsible for growth and development of the state.

It is known fact that all political parties function by funding by business houses and corporates. Nothing new in this if in turn political parties return some favours.
Secondly, CAG is toothless. It can only pin point and the story ends here.
