Effigy of Ravana is burnt on Vijayadashami, in India at many places.
he is considered an Evil and a Demon , why then is he worshipped with so much reverence in India ?

Ravana was a fallen hero - not an archetypal villain.

He was great in many ways,
but the one evil he committed in desiring / abducting Sita -
made him one worthy of contempt and deserving maximum punishment.

He is an object lesson to all -
both the evil-minded,
and the good-natured.

I don't think Ravana is worshiped anywhere in India. Yet he is being held in great respect by the scholars of Ramayana. He was a devotee of Maha Shiv. A great maestro of music and played Veena like Divinity. At his death bed, Sri Rama had asked Lakshmana to go to Ravana to learn "Neethi Sashtra". A Vidwan non-pareil and a very strong commander and a just King.
His effgy is burnt just to remind human that coveting is to be condemned.
