Yes, it can and does often strike the same place more than once. It can even strike the same person more than once. For example there is the story of a US park ranger, Roy Sullivan, who was struck seven times by lightning, between 1942 and 1977.

No, it happens very rarely, as cloud movement is relative, means at the same point lightning will not stuck and hence we dont c such incidents.
