Difference in palate. Bengalis have always been facinated by sweets and the variety available is mind boggling. But Andhraites have always loved to have ample doses of chili in their food. Specially red chili powder in all preparations.
Why ? as I mentioned, depends on the regional palate.

Sweet is famous (rassl gullah) in WB and Bitter (spicy) is famous in AP. This also according to their nature and availabilty.
