General election is an election for a new term of parliament spread over the whole country. If it is national Assembly election it means the same otherwise if it is State Assembly election it is for a particular state only. A Cabinet Minister in the Prime Minister's Cabinet holds charge of that particular deptt. like Finance or Home and the Minister of State helps him. cabinet is the group of ministers each holding portfolios to help the PM in governance.
The Rajya Sabha is the upper house of the Parliament. 238 members are elected by state and territorial legislatures and 12 nominated by the President. with 6 years terms, one third of the are re-elected every two years.
