"Badal fatna" this phenomena occurs during raining season in hill area, due to heavy raining, level of ground water increase rapidly, (you can imagine big ponds of underground water in some height of hill ), Intense pressure of water column breaks week part of soil at one place, due to this opening at some height, lots of water (thousands of gallon) come out in small fraction of time, it flooded away everything whatever come in its way.
So there is nothing directly related to clouds.
